OTBwRD ma na celu popularyzowanie przepisów ruchu drogowego i zasad bezpiecznego poruszania się po drogach oraz podstawowych zasad i umiejętności udzielania pierwszej pomocy przedmedycznej, a także popularyzowanie roweru jako środka transportu, a także rekreacji i sportu. Celem Turnieju jest również podnoszenie kultury i bezpieczeństwa użytkowników dróg, w szczególności dzieci i młodzieży szkolnej.

Organizatorem Turnieju jest Wojewódzki Ośrodek Ruchu Drogowego w Radomiu przy współpracy Radomskiej Stacji Pogotowia Ratunkowego i Policji.
